The event appears to be held at Villamor Air Base (adjacent to Manila International Airport). Only DZFM (government station) and FEBC (DZAS) are the only two identifiable stations covering the event. Nobusuke was on a tour of Asia, seeking agreements on war reparations with countries it had occupied in WW2. Security is tight because of possible negative reaction to the first official visit of the Japanese since the war.
Perhaps a low profile mike is the explanation as to why there appears to be no microphone attached to the DZAS mike stand.
